The application servers were running. The ADF applications appeared healthy. Both Oracle Reports Server processes were also reported as running.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet report generation failed.<\/p>\n\n\n\n<!--more-->\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"701\" height=\"401\" src=\"https:\/\/www.dbi-services.com\/blog\/wp-content\/uploads\/sites\/2\/2026\/10\/image-8.png\" alt=\"\" class=\"wp-image-47369\" srcset=\"https:\/\/www.dbi-services.com\/blog\/wp-content\/uploads\/sites\/2\/2026\/10\/image-8.png 701w, https:\/\/www.dbi-services.com\/blog\/wp-content\/uploads\/sites\/2\/2026\/10\/image-8-300x172.png 300w\" sizes=\"auto, (max-width: 701px) 100vw, 701px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Even a simple request to display the Reports job list returned an error:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>REP-50125: An internal exception occurred:\njava.security.PrivilegedActionException:\njavax.security.auth.login.LoginException:\njava.lang.NoClassDefFoundError:\nCould not initialize class\noracle.security.jps.service.policystore.info.BuiltInFunctionsHandler\n<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation led somewhere else: a Reports Server JVM running with a maximum heap of only <strong>256 MiB<\/strong>, while the equivalent environment used <strong>1 GiB<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is how we moved from a misleading symptom to an evidence-based diagnosis.<\/p>\n\n\n\n<h2 id=\"h-separate-process-availability-from-application-health\" class=\"wp-block-heading\">Separate process availability from application health<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The initial service check showed every component as running:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>AdminServer             is running.\nWLS_REPORTS             is running.\nRptSvr_app-dev_1         is running.\nRptSvr_app-dev_2         is running.<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">This established that the processes existed. It did not establish that they could authenticate requests, evaluate security policies, or execute reports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The failing <code>showjobs<\/code> request provided a more useful functional check. It showed that Reports could receive a request but failed while processing it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first lesson is straightforward:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A running process is an infrastructure observation, not an application health check.<\/strong><\/p>\n\n\n\n<h2 id=\"h-find-the-first-exception-not-the-most-frequently-repeated-one\" class=\"wp-block-heading\">Find the first exception, not the most frequently repeated one<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The browser displayed:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>NoClassDefFoundError: Could not initialize class ...<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The wording matters. A class that cannot initialize is not necessarily a missing class.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I searched the Reports Server diagnostic logs for the first occurrence and the exceptions preceding it:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>grep -n -B 30 -A 70 -E \\\n  'BuiltInFunctionsHandler|ExceptionInInitializerError|OutOfMemoryError|Caused by:' \\\n  rwserver_diagnostic.log<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the same process lifetime, the log contained:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>ava.lang.OutOfMemoryError: GC overhead limit exceeded\n...\noracle.security.jps.service.policystore.info.BuiltInFunctionsHandler.&lt;clinit&gt;<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The sequence was now clear:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The JVM encountered memory exhaustion during initialization of a security class.<\/li>\n\n\n\n<li>That initialization failed.<\/li>\n\n\n\n<li>Subsequent requests reported that the class could not initialize.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The security error was therefore a consequence of the earlier memory failure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The first exception explained the incident; the later exceptions described its persistent symptoms.<\/strong><\/p>\n\n\n\n<h2 id=\"h-identify-the-jvm-that-actually-failed\" class=\"wp-block-heading\">Identify the JVM that actually failed<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An Oracle Reports installation involves several processes with different responsibilities:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Component<\/strong><\/td><td><strong>Role<\/strong><\/td><\/tr><tr><td><code>WLS_REPORTS<\/code><\/td><td>Hosts the Reports web application<\/td><\/tr><tr><td><code>rwserver<\/code><\/td><td>Handles Reports Server requests and job management<\/td><\/tr><tr><td><code>rwEng<\/code><\/td><td>Executes report jobs<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Each can have its own JVM configuration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Increasing the heap of <code>WLS_REPORTS<\/code> would not necessarily help a failure occurring inside the standalone <code>rwserver<\/code> process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I first mapped the processes:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>ps -ww -eo pid,user,rss,args |\n  grep -E '&#091;b]in\/rwserver|&#091;w]eblogic.Name=WLS_REPORTS|&#091;o]racle.reports.engine.RWEngine'<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">Then I checked which JVM library the affected native <code>rwserver<\/code> process had loaded:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>grep 'libjvm.so' \/proc\/&lt;REPORTS_PID&gt;\/maps<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">This revealed another useful detail: the JVM loaded from the Oracle home differed from the JDK referenced by <code>JAVA_HOME<\/code>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Reports startup script populated <code>LD_LIBRARY_PATH<\/code> with the bundled JVM location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction did not prove a Java compatibility problem. It established which JDK tools we should use and prevented us from diagnosing the wrong runtime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>For a running process, inspect what is loaded not just what the shell environment suggests.<\/strong><\/p>\n\n\n\n<h2 id=\"h-measure-the-heap-instead-of-inferring-it-from-available-ram\" class=\"wp-block-heading\">Measure the heap instead of inferring it from available RAM<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The operating system reported more than <strong>20 GiB of available memory<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That did not contradict the Java memory error. A JVM can exhaust its configured heap while the host still has substantial free RAM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using the matching JDK, I inspected the effective JVM flags:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>\"$REPORTS_JDK\/bin\/jcmd\" &lt;REPORTS_PID&gt; VM.flags<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The relevant output was:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>-XX:InitialHeapSize=268435456\n-XX:MaxHeapSize=268435456<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The maximum heap was <strong>256 MiB<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Next, I sampled garbage collection statistics:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>\"$REPORTS_JDK\/bin\/jstat\" -gcutil &lt;REPORTS_PID&gt; 1000 10<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The affected process showed:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Metric<\/strong><\/td><td><strong>Observation<\/strong><\/td><\/tr><tr><td>Old generation occupancy<\/td><td>99.85%<\/td><\/tr><tr><td>Eden occupancy<\/td><td>Approximately 98%<\/td><\/tr><tr><td>Full GC count since startup<\/td><td>185<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Full GC counter did not increase during that short sample. However, the nearly full heap, accumulated collection activity, and recorded <code>OutOfMemoryError<\/code> together provided strong evidence of heap exhaustion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A single memory percentage would have been insufficient. The diagnosis came from combining the logs, effective configuration, and runtime measurements.<\/p>\n\n\n\n<h2 id=\"h-compare-with-a-working-environment\" class=\"wp-block-heading\">Compare with a working environment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I inspected the environment inherited by the working process:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>tr '\\0' '\\n' &lt; \/proc\/&lt;REPORTS_PID&gt;\/environ |\n  grep -E '^(REPORTS_JVM_OPTIONS|JAVA_TOOL_OPTIONS|_JAVA_OPTIONS)='<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The reference environment contained:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>REPORTS_JVM_OPTIONS= -Xmx1024M<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">Comparing the Reports environment scripts then revealed the missing lines in the affected domain\u2019s <code>reports\/bin\/reports.sh<\/code>:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>REPORTS_JVM_OPTIONS=\" -Xmx1024M\"\nexport REPORTS_JVM_OPTIONS<\/code><\/pre>\n\n\n\n<h2 id=\"h-validate-the-correction\" class=\"wp-block-heading\">Validate the correction<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The client aligned the Reports memory configuration with the reference environment and subsequently confirmed that report generation and application checks worked again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A separate question remained: why had the problem become visible after this particular operating system upgrade and restart?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We did not have the previous process\u2019s effective heap settings or a historical memory profile. We therefore could not prove whether the restart changed the inherited environment, whether memory demand had increased, or whether another condition exposed an existing limitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The timing made the OS upgrade a reasonable starting hypothesis. It did not make it the demonstrated root cause.<\/p>\n\n\n\n<h2 id=\"h-conclusion\" class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This incident followed a useful progression. The most valuable habit was to follow the evidence backward, from the visible error to the first failure, and then forward again, from the configuration difference to a verified recovery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When critical applications stop working, you need more than a restart&#8230; You need a team that understands the platform.
