Thanks for this article. For your reference in SQL Server 2025 CTP release if you configure it at instance level the following error will be thrown:
EXEC sp_configure ‘backup compression algorithm’, 3;
RECONFIGURE;

Error: ‘3’ is not a valid value for configuration option ‘backup compression algorithm’.

It will be fixed in the future per Microsoft docs: https://learn.microsoft.com/en-us/sql/sql-server/sql-server-2025-release-notes?view=sql-server-ver16#known-issues
